The Arab League Educational, Cultural and Scientific Organization (ALECSO) participated in the first meeting to follow up on the implementation of the Comprehensive Development Plan for Technical and Vocational Education and Training (TVET) Systems in Arab Countries.
The meeting was organized by the General Secretariat of the League of Arab States (Social Affairs Sector – Department of Education, Scientific Research and Education) on October 29, 2026, at the Secretariat’s headquarters, with the participation of representatives from Arab countries, specialized Arab organizations and federations, and the private sector.
ALECSO was represented at the meeting by Ms. Jalila Labidi, who conveyed the greetings of the Director-General, Dr. Mohamed Ould Amar, to all participants. She reaffirmed ALECSO’s commitment to further strengthening cooperation with the General Secretariat of the League of Arab States and relevant stakeholders to support the implementation of the Plan and advance joint Arab action in this field.
The ALECSO representative presented the visions and proposals of the Department of Education concerning its contribution to the implementation of the Plan, in line with the Organization’s strategic directions. These include, in particular, ALECSO’s Strategic Plan 2023–2028, which emphasizes the development of technical and vocational education and training (TVET) systems and the improvement of the quality of their outcomes, as well as the Forward-Looking Plan for the Development and Enhancement of Education Quality in the Arab World 2026–2035, which includes a section on developing the TVET sector. She also referred to the decisions and recommendations of the Conference of Ministers and Senior Officials Responsible for Technical and Vocational Education and Training in the Arab World.
Ms. Labidi highlighted, in this regard, the importance of leveraging ALECSO’s expertise and programmes to support the implementation of the Plan, enhance complementarity among Arab initiatives, and develop technical and vocational skills. These efforts aim to align education and training outcomes with labor market needs, expand employment opportunities for Arab youth, and keep pace with technological and economic transformations.
Participants discussed mechanisms for implementing the Plan, ways to coordinate national and institutional initiatives, strengthen partnerships between education and training institutions and the private sector, and draw on successful experiences in Member States. They also examined priorities and potential areas of cooperation among the relevant Arab entities.
The meeting also witnessed the establishment of a Higher Coordination Committee for the Plan, tasked with coordinating efforts, following up on implementation, and strengthening cooperation among the relevant stakeholders.
ALECSO’s participation in this meeting forms part of its ongoing efforts to develop TVET systems across the Arab world, strengthen joint Arab cooperation, improve the quality of educational and training outcomes, and develop qualified human resources capable of meeting labor market requirements and contributing to the achievement of sustainable development goals.
