Nouakchott Declaration on Technical and Vocational Education in the Arab World

At the closing of the First Conference of Ministers and Officials in charge of Technical and Professional Education in the Arab World, hosted by the Islamic Republic of Mauritania on March 25-26, 2017 under the high patronage of H.E. President Mohamed Ould Abdel Aziz, the Ministers, the heads of delegation of participating Arab States, and the representatives of participating regional and international organizations, are pleased to express to the Islamic Republic of Mauritania, and to its brotherly people and wise Government, their deepest thanks and gratitude for having hosted this important Arab conference.
This conference, which coincides with the expiry of Mauritania’s term as Chair of the Arab Summit, is an opportunity to express our commitment to the principles and directives stated below, and our determination to implement them through a number of policies, measures and executive plans; and we call on all Arab States to be involved with us in this endeavor.
1 – Technical and vocational education is a necessary tool for achieving sustainable and comprehensive development.
2 – Advanced, high-quality technical and vocational education reduces Arab States’ reliance on migrant workers, and limits Arab brain drain.
3 – Technical and vocational education is one of the main types of education, guaranteeing skill and knowledge development and supplying the job market with high-quality professionals.
4 – The technical and vocational education to which we aspire is that which concentrates on skill development, promotes creativity and innovation, builds human capacities, and involves citizens in building and developing Arab societies.
5 – Promoting technical and vocational education in relation to comprehensive development constitutes a national project in which all stakeholders should be involved, a project that requires an active contribution on the part of the public and private sectors as well as civil society in terms of policy formulation, funding and governance.
6 – Promoting technical and vocational education, being one of the priorities and vital fields of joint Arab action, requires an adequate level of integration and coordination among Arab States.
7 – The Arab Conference of Ministers and Officials in charge of Technical and Professional Education is an important tool of inter-Arab coordination. Serving Arab common interests necessitates that this conference be held on a regular basis.
In the end, we stress our determination to pursue coordination and consultation so as to promote Arab technical and vocational education, strengthen its place in Arab societies, and ensure its contribution to the achievement of development goals in the Arab World.
